Our response highlights how rising mental health needs, SEND pressures, poverty and a fragmented post-16 system are driving NEET rates. We call for a coordinated and funded 14-24 participation strategy, stronger cross-agency transition support, full rollout of Mental Health Support Teams, improved SEND pathways, and a more stable, accessible post-16 qualifications system.
Our response also urges improved (and nuanced) post-16 attendance tracking, an enhanced Youth Guarantee, better transport and housing support, and reforms to apprenticeships and benefits. Early intervention and sustained personalised support are essential to improving outcomes for vulnerable young people.
