ASCL Cymru’s four asks for education

We believe in a Wales where every child, in every school and college, receives the high-quality education they deserve. This means an education system that is well-resourced and fairly funded, led by well-supported and empowered professionals, responsive to the needs of learners and their communities, and delivering excellence across the curriculum.

We are committed to an education system that is ambitious in its aspirations, equitable in its outcomes, sustainable in its practices, and rooted in the values of wellbeing, inclusivity, and opportunity for all learners.

ASCL Cymru calls on all political parties to commit to the following:

1 | Tackle teacher and leadership shortages
  • The long-term erosion of teacher pay has made the profession increasingly uncompetitive.
  • Excessive workloads are driving many skilled educators to leave the profession.
  • Pressures on school leaders have become unsustainable and must be addressed urgently.
  • The solution is clear and urgent: 
    • Introduce fair pay to make teaching a competitive and attractive career.
    • Improve working conditions to support retention, wellbeing and a positive work-life balance.
    • Provide high-quality national professional learning opportunities.
    • Ensure that teachers and leaders are valued and supported to deliver high-quality education for all learners in Wales.
2 | Reverse the education funding crisis
  • Schools and colleges across Wales do not receive sufficient funding.
  • This situation is unsustainable and threatens the quality of education provision.
  • Every school and college must receive appropriate and fair funding to meet the needs of its learners.
  • All schools in Wales must be funded using a transparent national funding formula.  
  • Education must be recognised by policymakers as an investment in our children and the future of our country, rather than a cost to be managed.
3 | Rescue the additional learning needs system
  • Children are missing out on vital support due to delays in the identification and diagnosis of their needs.
  • Schools are struggling to meet the costs of ALN provision.
  • The workload pressures and expectations on ALN coordinators are unsustainable. 
  • There is insufficient specialist provision to meet the needs of learners.
  • Specialist services are overstretched and unable to keep up with growing demand.
4 | Ensure children are ready to learn
  • Address the barriers created by child poverty. No child can thrive or reach their potential if they are cold, hungry, or living in inadequate housing.
  • As an immediate step, extend free school meals to all secondary pupils in families receiving Universal Credit, with automatic enrolment to ensure every eligible child benefits.
  • Ensure an effective multi-agency approach exists to support learners by providing medical, social, and wellbeing support for those who need it.
  • Prevent missed early developmental milestones, such as toilet training and the ability to communicate needs.
  • Recognise that gaps in early development continue throughout a child’s education, reducing attainment and life chances.
Finally, ASCL Cymru believes that the work of schools, colleges, and our fantastic education staff should be celebrated. We call upon policymakers and all those with a stake in education to set a positive discourse about education and the education workforce who dedicate their lives to giving children and young people the best possible start in life.

Rydym yn credu mewn Cymru lle mae pob plentyn, ym mhob ysgol a phob coleg, yn derbyn yr addysg o ansawdd uchel y mae’n ei haeddu. Mae hyn yn mynnu system addysg sydd â digon o adnoddau ac sy’n cael ei hariannu’n deg, gydag arweinwyr proffesiynol sydd wedi eu grymuso ag sydd â chefnogaeth dda, sy’n ymatebol i anghenion dysgwyr a’u cymunedau, ac sy’n darparu rhagoriaeth ar draws y cwricwlwm.

Rydym wedi ymrwymo i system addysg sy’n uchelgeisiol yn ei dyheadau, yn deg yn ei chanlyniadau, yn gynaliadwy yn ei harferion, ac wedi’i gwreiddio yng ngwerthoedd lles, cynhwysiant, a chyfle i bob dysgwr.

Mae ASCL Cymru yn galw ar bob plaid wleidyddol i ymrwymo i’r canlynol:

1 | Mynd i’r afael â phrinder athrawon ac arweinwyr
  • Mae erydiad hirdymor cyflogau athrawon wedi gwneud y proffesiwn yn gynyddol anghystadleuol.
  • Mae llwyth gwaith gormodol yn gwthio llawer o addysgwyr medrus i adael y proffesiwn.
  • Mae pwysau ar arweinwyr ysgolion wedi dod yn anghynaladwy a rhaid mynd i’r afael â hyn ar frys.
  • Mae’r ateb yn glir ac yn frys:
    • Cyflwyno cyflog teg i wneud addysgu yn yrfa gystadleuol a deniadol.
    • Gwella amodau gwaith i gefnogi, lles, cydbwysedd rhesymol rhwng bywyd a gwaith gan arwain at gadw mwy o staff.
    • Darparu cyfleoedd dysgu proffesiynol cenedlaethol o ansawdd uchel.
    • Sicrhau bod athrawon ac arweinwyr yn cael eu gwerthfawrogi a’u cefnogi i ddarparu addysg o ansawdd uchel i bob dysgwr yng Nghymru.
2 | Gwrthdroi’r argyfwng cyllido addysg
  • Nid yw ysgolion a cholegau ledled Cymru yn derbyn digon o gyllid.
  • Mae’r sefyllfa hon yn anghynaladwy ac yn bygwth ansawdd y ddarpariaeth addysg.
  • Rhaid i bob ysgol a choleg dderbyn cyllid priodol a theg i ddiwallu anghenion ei dysgwyr.
  • Rhaid i bob ysgol yng Nghymru gael ei hariannu gan ddefnyddio fformiwla ariannu genedlaethol dryloyw.
  • Rhaid i lunwyr polisi gydnabod addysg fel buddsoddiad yn ein plant a dyfodol ein gwlad, yn hytrach na chost i’w rheoli.
3 | Achub y system anghenion dysgu ychwanegol
  • Mae plant yn cael eu hamddifadu o gefnogaeth hanfodol oherwydd oedi wrth asesu ac adnabod eu hanghenion.
  • Mae ysgolion yn ei chael hi’n anodd cyfarch costau darpariaeth ADY.
  • Mae pwysau llwyth gwaith a disgwyliadau ar gydlynwyr ADY yn anghynaladwy.
  • Nid oes digon o ddarpariaeth arbenigol i ddiwallu anghenion dysgwyr.
  • Mae gormod o bwysau ar wasanaethau arbenigol sydd methu â chadw i fyny â’r galw cynyddol.
4 | Sicrhau bod plant yn barod i ddysgu
  • Cyfarch y rhwystrau a grëir gan dlodi plant. Ni all unrhyw blentyn ffynnu na chyrraedd ei botensial os yw’n oer, yn llwglyd, neu’n byw mewn cartref anaddas.
  • Fel cam uniongyrchol, ymestyn prydau ysgol am ddim i bob disgybl uwchradd mewn teuluoedd sy’n derbyn Credyd Cynhwysol, gyda chofrestru awtomatig i sicrhau bod pob plentyn cymwys yn elwa.
  • Sicrhau bod dull aml asiantaeth effeithiol yn bodoli i gefnogi dysgwyr trwy ddarparu cefnogaeth feddygol, gymdeithasol a lles i’r rhai sydd ei angen.
  • Atal cerrig milltir datblygiadol cynnar rhag cael eu methu, fel hyfforddiant toiledu a’r gallu i gyfathrebu anghenion.
  • Cydnabod bod bylchau mewn datblygiad cynnar yn parhau drwy gydol addysg plentyn, gan leihau cyrhaeddiad a chyfleoedd bywyd.
Yn olaf, mae ASCL Cymru yn credu y dylid dathlu gwaith ysgolion, colegau, a’n staff addysg gwych. Rydym yn galw ar lunwyr polisi a phawb sydd â budd mewn addysg i hyrwyddo trafodaethau positif am addysg a’r gweithlu addysg sy’n ymroi eu bywydau i roi’r dechrau gorau posibl mewn bywyd i blant a phobl ifanc.
