ASCL has no party-political allegiance. We are a proudly independent trade union.

Our manifesto is addressed equally to all politicians of all parties. It sets out four urgent asks for the education system and four asks for children. To ignore these asks, to fail to prioritise them, will stop our communities growing and prevent the vision of education for Wales from being realised. But most of all, it will fail our children.

1. Tackle leadership and teacher shortages
We must face reality: there is a recruitment crisis in secondary education in Wales. These are the people our education system needs – the power in our classrooms that changes children’s lives. We cannot keep plastering over cracks, changing the offer, ignoring specialisms, and making do with what we have rather than what we need.

We need more people joining our profession – the best, the most innovative, the most engaging – those who will help our children fly. To do that, we must address the barriers that stop people entering this most amazing career. We need pay and conditions that not only attract them but keep them.

We need:

• Pay that makes teaching a competitive, long-term career.
• Workload that is proportionate and impactful, driving excitement, not exhaustion.
• Accountability that is appropriate, not overwhelming.
• A system that values our profession, celebrates our leaders and teachers, and recognises the impact they have.

Policymakers cannot keep asking schools to meet ever more expectations with ever fewer resources. Teaching and school leadership must be sustainable. Otherwise, we are trapped in an endless cycle of recovery. Our next government must work with us to face reality and deliver the interventions we need.

2. Reverse the school funding crisis
Schools and colleges across Wales simply do not have enough funding to provide the level of support our children need and deserve.

There is too much bureaucracy, too many layers of funding in Wales draining resources from classrooms. We are a small country with 22 different ways of funding schools. There is no pattern, no fairness, no parity. This postcode lottery must stop.

Schools in Wales must be funded nationally, using a transparent national funding formula based on what our children need and the true costs of delivery.

Right now, we are moving towards a system stripped back to statutory provision – with the heart of education removed. No pastoral support. No emotional intervention. No people to help children thrive. This reality must be addressed and it must be avoided at all costs.

Policymakers cannot keep asking schools to improve if they don’t have the people in them to deliver. This costs money, this cannot be avoided. Our next government must work with us to face reality and deliver the resources we need.

3. Rescue our ALN system
The promise of a cost-neutral, workload-neutral ALN system is long gone. The reality of our new system is felt in every school across Wales. It needs rescuing - not tinkering, not adapting – rescuing with direction, vision, resources, and intelligence.

Our ALN system is on its knees: under-resourced and overstretched. We must do better for the most vulnerable children in our society.

External support systems do not exist. External agencies for diagnosis are unavailable. Children can spend their entire secondary school career waiting for the help they need, waiting for diagnosis, waiting to understand their challenges and how to overcome them.

We need:

• specialist provision that meets the needs of post-pandemic Wales
• services to support our changed mainstream population
• funding to provide the reasonable adjustments our children are entitled to

Policymakers cannot keep asking schools to manage a broken system, one that creates paperwork instead of support and places unsustainable pressure on ALN coordinators. Our next government must work with us to face reality and deliver the reform we need.
 
4. Ensure children are ready to learn
A third of our children live in poverty. We allow this starting point to define how they learn, what they achieve, and the life they will have. No child can thrive if they are cold, hungry, or living in inadequate housing.
Why are children in Wales left hungry while those across the border are fed? Our manifesto demands that the next government extend free school meals for secondary pupils to all children whose parents receive Universal Credit. To assume hunger ends at a household income of £7,401 is disgraceful.

Schools do an amazing job filling the gaps poverty creates: feeding children, clothing them, supporting families. But this can never be enough. Child poverty needs a greater, society-wide effort.

Our next government must focus relentlessly on giving hope to forgotten communities with immediate support for families and a long-term strategy to end child poverty in Wales. They must look with brutal honesty at the needs of our system and prioritise children above all else.

This election is a turning point
Whoever wins in May faces an enormous challenge: bringing communities together, finding optimism, giving hope, and setting out a clear plan for how we get there.

Education is pivotal. It is the foundation for everything else.

ASCL Cymru rarely remains quiet – because our opinions and ideas have weight. The experts in this room have the solutions. Now is the time to listen.

Our government must capitalise on this. Work with us. Listen to us. Trust us. We are the biggest, most effective resource they have. Together, we can:

• bring people into this most wonderful profession
• create funding that allows our system – and our children – to flourish
• build an ALN system that meets every child’s needs
• ensure our children are not only ready to learn, but driven and happy to learn

Children don’t get a second chance.

They don’t get a second go at education – to do more than they think they can, to dream bigger than they imagine, to access the life chances their parents couldn’t.

They don’t get a second chance to thrive, to be fed, to be warm, to be loved.

We make sure they don’t need one.

So today, we say to all political parties:

Heddiw, rydym yn lansio ein maniffesto wrth i ni symud tuag at etholiadau'r Senedd ym mis Mai.

Yn ASCL, rydym yn gweithio ar ran ein haelodau, ond rydym yn siarad ar ran plant a phobl ifanc. Dyna sy'n uno pawb sydd yn yr ystafell hon. Dyna a’n gwnaeth ni'n addysgwyr. Dyna sy'n ein gyrru ni ac yn ein hysgogi i barhau i frwydro – drostyn nhw.

Nid oes gan ASCL deyrngarwch i unrhyw blaid wleidyddol. Rydym yn undeb llafur sy’n falch o’n hannibyniaeth. 

Mae ein maniffesto yn cyfarch pob gwleidydd o bob plaid. Mae'n pennu pedwar cais brys ar gyfer y system addysg a phedwar cais ar gyfer plant. Byddai anwybyddu'r ceisiadau hyn, methu eu blaenoriaethu, yn atal ein cymunedau rhag tyfu ac yn atal y weledigaeth addysg i Gymru rhag cael ei gwireddu. Ond yn fwy na dim, bydd yn amddifadu ein plant.

1. Mynd i'r afael â phrinder arweinyddiaeth ac athrawon
Rhaid i ni wynebu realiti: mae argyfwng recriwtio mewn addysg uwchradd yng Nghymru. Dyma’r bobl sydd eu hangen ar ein system addysg – y pŵer yn ein hystafelloedd dosbarth sy’n newid bywydau plant. Ni allwn barhau i blastro dros y craciau, newid y cynnig, anwybyddu arbenigeddau, a gwneud y gorau o’r hyn sydd gennym yn hytrach na chyflawni’r hyn sydd arnom ei angen.

Mae arnom angen mwy o bobl i ymuno â’n proffesiwn – y gorau, y mwyaf arloesol, y mwyaf brwdfrydig – y rhai a fydd yn helpu ein plant i hedfan. I wneud hynny, rhaid i ni fynd i’r afael â’r rhwystrau sy’n atal pobl rhag cychwyn ar yr yrfa fwyaf anhygoel hon. Mae angen cyflogau ac amodau arnom sydd nid yn unig yn eu denu ond yn eu cadw.

Rydym angen:

• Tâl sy'n gwneud addysgu yn yrfa gystadleuol, hirdymor.
• Llwyth gwaith sy'n gymesur ac yn effeithiol, gan ysgogi cyffro, nid blinder.
• Atebolrwydd sy'n briodol, nid yn llethol.
• System sy'n gwerthfawrogi ein proffesiwn, yn dathlu ein harweinwyr a'n hathrawon, ac yn cydnabod yr effaith a gânt.

Ni all llunwyr polisïau barhau i ofyn i ysgolion gyfarch disgwyliadau cynyddol gyda llai a llai o adnoddau. Rhaid i addysgu ac arweinyddiaeth ysgolion fod yn gynaliadwy. Fel arall, fe gawn ein dal mewn cylch diddiwedd o adferiad. Rhaid i'n llywodraeth nesaf weithio gyda ni i wynebu realiti a chyflawni'r ymyriadau sydd arnom eu hangen.

2. Gwyrdroi argyfwng cyllido ysgolion
Nid oes gan ysgolion na cholegau ledled Cymru ddigon o gyllid i ddarparu'r lefel o gefnogaeth y mae ein plant ei hangen ac yn ei haeddu.

Mae gormod o fiwrocratiaeth, gormod o haenau o gyllid yng Nghymru yn sugno adnoddau o’r ystafell dosbarth. Rydym yn wlad fach gyda 22 o wahanol ffyrdd o ariannu ysgolion. Nid oes patrwm, dim tegwch, dim cydraddoldeb. Rhaid i'r loteri cod post hon ddod i ben.

Rhaid ariannu ysgolion yng Nghymru yn genedlaethol, gan ddefnyddio fformiwla ariannu genedlaethol dryloyw yn seiliedig ar yr hyn sydd ei angen ar ein plant a gwir gost y ddarpariaeth.

Ar hyn o bryd, rydym yn symud tuag at system wedi'i rheibio’n ôl i ddarpariaeth statudol yn unig - gyda chalon yr addysg ar goll. Dim cefnogaeth fugeiliol. Dim ymyraethau emosiynol. Dim pobl i helpu plant i ffynnu. Rhaid mynd i'r afael â'r realiti hwn a rhaid ei osgoi ar bob cyfrif.

Ni all llunwyr polisi barhau i ofyn i ysgolion wella os nad oes ganddynt y bobl ynddynt i gyflawni. Mae hyn yn costio arian, ni ellir osgoi hyn. Rhaid i'n llywodraeth nesaf weithio gyda ni i wynebu realiti a darparu’r adnoddau sydd arnom eu hangen.

3. Achub ein system ADY 
Mae’r addewid o system ADY niwtral o ran cost a llwyth gwaith wedi hen ddiflannu. Teimlir realiti ein system newydd ym mhob ysgol ledled Cymru. Mae angen ei hachub - nid gwneud mân newidiadau, nid ei haddasu – ond ei hachub gyda chyfeiriad, gweledigaeth, adnoddau a deallusrwydd.

Mae ein system ADY ar ei gliniau: gyda diffyg adnoddau a gormod o bwysau. Rhaid inni wneud yn well i'r plant sydd fwyaf agored i niwed yn ein cymdeithas.

Nid oes systemau cymorth allanol. Nid oes asiantaethau allanol ar gael ar gyfer diagnosis. Gall plant dreulio eu gyrfa ysgol uwchradd gyfan yn aros am y cymorth sydd ei angen arnynt, yn aros am ddiagnosis, yn aros i ddeall eu heriau a sut i'w goresgyn.

Rydym angen:

• darpariaeth arbenigol sy'n diwallu anghenion Cymru ar ôl y pandemig
• gwasanaethau i gefnogi ein poblogaeth brif ffrwd sydd wedi newid erbyn hyn
• cyllid i ddarparu'r addasiadau rhesymol y mae ein plant yn gymwys i'w cael

Ni all llunwyr polisi barhau i ofyn i ysgolion reoli system sydd wedi torri, un sy'n creu gwaith papur yn hytrach na darparu cefnogaeth ac yn rhoi pwysau anghynaladwy ar gydlynwyr ADY. Rhaid i'n llywodraeth nesaf weithio gyda ni i wynebu realiti a chyflawni'r diwygiad sydd arnom ei angen.

4. Sicrhau bod plant yn barod i ddysgu 
Mae traean o'n plant yn byw mewn tlodi. Rydym yn caniatáu i'r man cychwyn hwn ddiffinio sut maen nhw'n dysgu, beth maen nhw'n ei gyflawni, a'r bywyd y byddan nhw'n ei gael. Ni all unrhyw blentyn ffynnu os ydyn nhw'n oer, yn llwglyd, neu'n byw mewn tai annigonol.

Pam adawir i blant yng Nghymru lwgu tra bod y rhai ar draws y ffin yn cael eu bwydo? Mae ein maniffesto yn mynnu bod y llywodraeth nesaf yn ymestyn prydau ysgol am ddim i ddisgyblion uwchradd i bob plentyn y mae eu rhieni'n derbyn Credyd Cynhwysol. Mae tybio bod newyn yn dod i ben ar incwm aelwyd o £7,401 yn warthus.

Mae ysgolion yn gwneud gwaith anhygoel yn llenwi'r bylchau y mae tlodi yn eu creu: bwydo plant, eu dilladu, cefnogi teuluoedd. Ond ni all hyn byth fod yn ddigon. Mae tlodi plant yn mynnu mwy o ymdrech, gan gymdeithas gyfan.

Rhaid i'n llywodraeth nesaf ganolbwyntio'n ddi-baid ar roi gobaith i gymunedau anghofiedig gyda chefnogaeth uniongyrchol i deuluoedd a strategaeth hirdymor i roi diwedd ar dlodi plant yng Nghymru. Rhaid iddynt edrych gyda gonestrwydd plaen ar anghenion ein system a blaenoriaethu plant uwchlaw popeth arall.

Mae'r etholiad hwn yn drobwynt
Mae her enfawr yn wynebu pwy bynnag sy'n ennill ym mis Mai: dod â chymunedau ynghyd, canfod optimistiaeth, rhoi gobaith, a gosod cynllun clir ar gyfer sut i gyrraedd yno.

Mae addysg yn allweddol. Dyma'r sylfaen i bopeth arall.

Anaml y bydd ASCL Cymru yn aros yn dawel – oherwydd bod ein barn a'n syniadau o bwys. Mae gan yr arbenigwyr yn yr ystafell hon ddatrysiadau. Nawr yw'r amser i wrando.

Rhaid i'n llywodraeth fanteisio ar hyn. Gweithiwch gyda ni. Gwrandewch arnom. Ymddiriedwch ynom. Ni yw'r adnodd mwyaf a’r mwyaf effeithiol sydd ganddyn nhw. Gyda'n gilydd, gallwn:

• ddod â phobl i'r proffesiwn mwyaf bendigedig hwn
• greu cyllid sy'n caniatáu i'n system – a'n plant – ffynnu
• adeiladu system ADY sy'n diwallu anghenion pob plentyn
• sicrhau bod ein plant nid yn unig yn barod i ddysgu, ond hefyd yn cael eu cymell ac yn hapus i ddysgu

Ni chaiff plant ail gyfle.

Dydyn nhw ddim yn cael ail gyfle i gael addysg – i wneud mwy nag y maen nhw'n meddwl y gallan nhw ei wneud, i freuddwydio ac anelu’n uwch nag y gallent hwy ei ddychmygu, i gael mynediad at y cyfleoedd bywyd na allai eu rhieni eu cael.

Dydyn nhw ddim yn cael ail gyfle i ffynnu, i gael eu bwydo, i fod yn gynnes, i gael eu caru.

Rydyn ni'n sicrhau nad oes angen un arnyn nhw.

Felly heddiw, rydyn ni'n dweud wrth bob plaid wleidyddol:
